ball comes to rest next to or on cart path but with ob or penalty area adjacent which would require drop in ob or pa as nearest point of relief from ball location would then the nearest point of relief become the other side of the path in the field of play? could not find the specific answer in the rules

Yes, you are not required to drop in a penalty area or OB, so across the path becomes your nearest point of relief.

That's what I hoped the reply would be. That's the kind of ball lie I could easily find myself in.

This last summer, our twosome got paired up with another twosome at Oak Valley. On hole 1, one of them had their drive come to rest in the middle of the cement cart path on the right. He grabbed a wedge and put it on the green; no sparks, no awful sound, just a pure pick. We think they had 'no mercy' wagers going on. ;-)
