CPennbo's review is accurate. Conditions are average at best, greens are slow and bumpy and fairways are very thin. Had a number of shots from the middle of the fairway which would have been better off in the rough due to the lack of grass on the fairways. A good lay-out but the conditions just aren't good enough right now to warrant playing.

This is my favorite course. It's very different and presents lots of challenges. However they've really let it's condition decline in the two years since I played last. Fairways are retreating and looking really bad, greens are starting to follow. SHAME ON SAN DIEGO CITY. This is a true gem with gorgeous views in a really nice city. They should focus a little on this track instead of just Torrey Pines. It was sad to see such a grande dame look so shabby. Hopefully they'll realize what's up and bring it back to glory.

I suppose all the SD golf staff has been so focused on Torrey, that poor Balboa looks as bad as the typical American Golf cheap-o muni-style property. I waslked on at 830am as a single on Sunday...and teed off like immediately. I guess that's like getting excited walking into an empty restaurant at lunchtime.

Played 7/3 @ 1:00. Let's just say I'm done playing this course. Conditions are bad. Greens are not true by any means. Fairways look like a calico bass. Rough is inconsistent. In the past I have defending the course but not anymore. Oh and they raised the rates ($29 to walk). There are much better courses at or around that rate in SD. Farewell Balby...farewell!

This track has so much potential. It really could be a GREAT course if they had any grounds crew what so ever. Course was in terrible shape except for the greens. 60% of the fairway should have been marked under repair, though only one spot was and it was nearly a swamp.
The tee boxes were the worst I have ever seen. I don’t think one was level, or fully covered in grass. Thankfully it was only $17 for resident twilight. Otherwise I would have demanded my money back.

Played June 21. Previous reviewer is pretty much spot-on, the rough is very difficult to hit out of, fairways are decent and greens rolled ok, if a little slow, probably because it was so hot over the weekend and they wanted to make sure they had enough water in them. Still one of the best muni's around.

Played 6/17/08 @ 2:30. Course is in decent shape. The rough in some spots is really tough. Greens rolled pretty good. Fairways are tightly mowed. All in all not overly bad conditions for a Muni.

Played 6/7/08. Cow pasture? I beg to differ. I've played Balby for many years now its unfair to give it such a bad review. O.K. its not in U.S. Open condition like Torrey but its very playable. Greens are a bit inconsistent (some fast some slow) but its in pretty good shape for a MUNI! Fairways are decent, tees are Muni style. Rough is thick in spots. Balbly has always had irrigation problem in certain spots.

Cow pasture. Stay away. City neglecting this course. Massive irrigation problems. Worst condition it has ever been in. All resources to Torrey. It will cost them big bucks to recover this place. Greens are so deeply cut they have a ring around them so ball does not roll off in many places. Disgrace.

Played 5/31 @ 2:00. Finished @ 7:00 (long round). Course is in good shape. Greens are pretty good right now for Balboa. I hope they continue to improve on the conditions. Rough is challenging to say the least. I didn't hit many fairways which took it toll on my score. I'll definately be back some for some more punishment. I own the course one. Its worth the money right now.

Played Saturday May 24. Course is in pretty good shape right now. The fairways are lush, the rough is penalizing (thick but fair) and the greens ran fairly well. Having played Balbloa numerous times over the years, these conditions are certainly some of the best I have seen there. It was very windy on Saturday and this made the course more challenging than usual. For 6200 yards from the tips this is a very difficult course, it puts a huge premium on straight driving. $35 resident rate is still one of the best deals in SD.

Played on 4-17, teed off at 3:30 was in the clubhouse by 6:45. Great price for residents $17, greens were just punched and to much sand was screened on the greens. Difficult course, with easy pin placement, just wish the upkeep was a little better.

Played on Tues 12/18 @ 9am. Having played here 3 mths before, I was surprised at just how in poor shape some parts of the course were. Tee box near the turn was essentially hardened mud. A few spots on fairways again very muddy. Sand was a bit wet in one of the bunkers. On a positive side, greens were soft and medium speed and while we were behind a foursome, our twosome finished under 4 hrs. I appreciate it is a well-used muni, but overall a mediocre experience.

Had a 12:30 tee time, but didn't get out until almost 1:00 because of players waiting for carts. Expected a long round, and got it - just over 5 hours. The course overall was in pretty good shape. The fairways were smooth and the rough was long in some places but not brutal. The greens were a mess though thanks to people not repairing their ball marks and had to play to a few alternate greens that were very dry. I've seen it better and I've seen it worse, but about what you expect from a heavily-played muni course.

Played 9/2 @ 2:30. The only things good about the course right now is the greens and the views. Course is burned out. Many dirt spots in the fairways & rough. Some of the rough was ridiculously thick. Soggy as hell in front of greens. Greens aren't really that good but better than usual (still bumpy in spots).

Played 8/26 @ 2:30. Course is in O.K. shape. The greens have gotten a little better. They need to work on the rough (dirt) and certain spots in the fairways but worth $17.

Played twilight on 8/12. Course is in pretty good shape. The City/Am is over w/ so the course conditions will probably start declining. Greens were pretty good for a Muni. Fairways were in decent shape. Tee boxes have never been that great nor will they be. Well worth the $17 I paid.

Played twilight @ 2:14. Course is getting ready for the City/Am. Hole #2 was a temp because a pipe broke in the morning and flooded the real green. Anywho, course is in O.K. condition. Greens are a little better than last time I played. Rough is really thick in some spots. Tees are nothing to brag about. Just your average Muni conditions w/ an above average layout.

Played 7/17 @ twilight (of course). Course is the same as I reported last week. Bumpy greens, OK fairways, the rough is getting thicker as the City/Am approaches next month. Go to Torrey if you want to play a Muni thats in good shape.

Seems like this is my home course lately. Anywho...Course is getting better each week as the City-Am is approaching. The recently raised gree fees a whole dollar for those who play twilight. Their getting the speed back in the greens which is a good thing. Fairways still need work but starting to fill in. All in all...can't be the twilight rate ($17) @ 2:00pm. Just remember its a Muni.

Played 6/26 @ twilight. Fastest round I've played in a long long time (just over 3 hrs.) Course continues to improve. Greens are running a bit quicker. Fairways are filling in. Can't beat the price ($16). Late in the day the Poa is an issue but all in all not bad for a Muni (good layout on the back nine).

Played 6/22 @ twilight. Course still need a lot of work. Greens were faster than they have been but still very bumpy do to the Poa. Rough is up in most areas (definately penal). Fairway are thin in a lot of area. I guess you can't expect much when you only pay $16 @ twilight. Definately not worth full pop price $27.

Teed off a little after 2:30 (twilight). Course is a little better shape than last Weds. I don't understand the greenskeeper's philosophy. I don't understand why he/she won't cut the greens closer. They are spongy & long. They are great for chipping, horrible for putting. Hopefully, they will get better as the City Am gets closer.

Greens were drying out but some yellow spots and lumpy fuzzy spots. needed a trim. got a true roll on the 17th and 18th hole which are more exposed to sun. Everyone putted long. Some soggy spots on the course but not too bad.

Played 5/23 twilight. Greens are still spongy & slow. Although, they were a little better than last Weds. Fairways are very long. They need to be cut (very little roll on your drives). Anywho, $16 @ twilight (2:00) its a pretty good deal for 18 holes of golf. Nice views on the back nine!

The scenary and the course layout compensates the muni so-so condition. First 9 demands more accurate tee shots. Worth the money (for a local) :-)

Beautifully carved into the hillsides of Balboa Park, Balboa Municipal Golf Course is a well-travelled tract. Sam Snead holds the course record of 60 (1943), and the course still extends its invitation for you to shoot your personal low score. The view off of the first tee will immediately cause you to rethink your round strategy before you even hit your first shot. That view will be revisited many more times before your round is over, most notably on the beautiful par 3 17th hole, where you'll be able to boast a shorter iron into an inviting green seated deep below in the valley 198 yards away (from the back tees). You won't be breaking any course records for the fastest round, but its understandable when you consider the allure this course holds with its challenging shot making demands. Well worth the experience. Kudos Balboa!...I'll be back...often.

Good course. Not too many water hazards but the balls can get lost in the trenches. Greens were very fast for me. The long Par 5's can be rough. Generally I like the course. As a resident, the price was great!

Fine course if in area - do not expect great customer service, though. Other golfers are usually courteous and will move according to play. A few long holes and most fairways are wide open. Good course fro those working on there game (aren't we all) and/or trying an 18 hole course for the first time.

Played late Sunday June 25, 2006. Teed off at 4:35 played 16 holes. Tee boxes were in generally poor condition. Fairways are in pretty good shape overall. Greens had good grass, I didn't notice any bare spots. They ran a little slow (lots of grass)reasonably smooth for late Sunday. They held shots well, you could shoot at the pins. I suspect they let them grow a little longer and are planning to cut them down next week for their club championship. Paid $12.50 to play, well worth it.

Greens are ok. A little bumpy and really slow and soft, but the fairways are very thin with many thin spots. Rough is only slightly better. Bunkers are good with fluffy sand. Teeboxes are in poor shape with bare spots and divot damage. Pace of play was surprisingly good for the day after turkey day at 4.5 hours. Worth the price if you are a resident.

Balboa is what it is. For a "muni" it provides cheap golf in the San Fernando Valley. Forgiving fairways, very flat, and uneven greens with too many divots. Good for practice.

This one of San Diego's premier golf courses. Don't be deceived by the total yardage. You have to play this course straight. It is cut from a canyon, so you don't have the next fairway to save your wayward tee shot. Very challenging and fun to play.

Tees in poor condition. Greens OK but watch out for the grain. It makes a big difference in pace. ie down hill down grain is very quick. Uphill or against the grain can be slow. Not crowded on this Sunday. The pace of play was OK except for a bunch up on #6 , a long & difficult par 3. You kind of expect it there. Otherwise everthing was pretty good.

Played Sunday 3/13. If you are familiar with Balboa and Encino you know the fairways are usually bare and greens in decent shape. I think the rain has helped out these courses tremendously because Balboa was in the best shape I've seen it in a couple years. The upcoming junior tourney is a factor as well. Go play it now before it gets hot and dried out.

Greens are in great shape. smooth and soft, but medium fast. Fairways and rough are pretty beat up with a lot of divot damage and bare spots. Bunkers are good. The sand is fluffy. If only the players would rake them properly. Weekend play took 5 hours. Seemed like it took 7. I guess it comes with the territory for being an inexpensive muni.

For $12 on a Friday (Twilight rate), it's certainly worth the money, especially when you consider the views of the Ocean, the Coronado bridge, Downtown, the new ballpark, etc. The course is short, but its unique design (elevation changes, doglegs, etc.) add plenty of challenge to make it fun round. The greens were aerated recently so they're still a little bumpy. The rest of the course was a decent shape.
